Senior Contracts Administrator

Grant Thornton LLP is seeking a Senior Contracts Administrator to support its Global Public Sector (GPS) business unit primarily for its federal clients. The candidate will be responsible for both pre-award and post-award activities. In addition, the candidate will serve as a mentor for less experienced staff. The senior contracts administrator will administer government contracts and subcontracts providing expertise in matters related to government contracting for multiple government agencies. A strong background in the government subcontracting process is a plus. The candidate will be responsible for a portfolio of contracts ensuring compliance with all related regulations. The senior contracts administrator will act as single point of contact for internal clients and government representatives.

Pre-Award Responsibilities include:

* Review solicitations to make a risk assessment, to assist with the pricing strategy, and to identify cost/price proposal requirements.
* Prepare, review, and negotiate non-disclosure agreements and teaming agreements.
* Assists with subcontractor requests for proposals.
* Negotiate and finalize contract documents with government contracting officers, other contractual points of contact, and prime contractor contracting representatives to ensure consistency with the solicitation and proposal.
* Lead debriefs.
* Other duties as assigned.

Post Award Responsibilities include:

* Regular interaction with external customers' contracting staff in accordance with company policies, applicable laws, and customer requirements.
* Day-to-day contract administration duties including negotiation of modifications and identification of risk issues.
* Preparation of small business plans, organizational conflict of interest mitigation plans, and subcontracting reports.
* Development of process improvements, when necessary.
* Maintain electronic and hard-copy files.
* Assist with contract closeout.
* Other duties as assigned.

Requirements:

A B.A. or B.S. degree is preferred, but additional, relevant experience may be considered as a substitute. Coursework in contracts classes and/or certification is a plus. 5 to 9 years of experience in federal government contracting is required. The candidate must have excellent organizational and communication skills and possess excellent interpersonal skills. Proficiency in Microsoft Word, Excel, Explorer, Outlook, and PowerPoint is a must. The senior contracts administrator must be able to work independently in a team environment regularly interacting with technical counterparts, finance, and senior management concerning issue resolution and the evaluation and mitigation of risks.
