Subcontracts Manager

Grant Thornton's Global Public Sector, based in Alexandria, Va., is a global management consulting business with the mission of providing responsive and innovative financial, performance management and systems solutions to governments and international organizations.

We are seeking a Subcontracts Manager to support our Global Public Sector (GPS) business unit primarily for our federal clients. The candidate will be responsible for both pre-award and post-award activities. In addition, the candidate will serve as a mentor for less experienced staff. The subcontracts manager will administer subcontracts providing expertise in matters related to government subcontracting for multiple government agencies.

Duties:

* Cradle to grave subcontract administration.
* Support firm bid and proposal activity to include preparing RFPs in accordance with FAR/DFARS requirements.
* Perform price/cost analysis
* Negotiate and award subcontract agreements to include terms, conditions, and price.
* Corresponds with internal and external customers.
* Conceptualize and draft procurement procedures and processes as required
* Draft and negotiate subcontract and sub-grant agreements
* Develops small business subcontracting plans for proposals in response to solicitations.
* Provides oversight and guidance in addressing difficult subcontract actions.
* Ensures that subcontract agreements are modified in a timely manner to execute options, update POCs, and flow downs of prime contract modifications.
* Reviews small business subcontracting reports prior to submission.
* Responsible for the direct management of the Global Public Sector subcontract administration staff.
* Participates in or leads subcontract management strategy development and implementation.

Position Requirements:

* CPSR Experience.
* Ability to organize processes and work flow for effective, efficient, and compliant outcomes.
* FAR/DFARS Experience.
* Excellent verbal and written communication.
* Proficient with Microsoft Office Suite and Costpoint.
* Experience in all phases of subcontract planning, formation, administration and closing of subcontracts is required.

Minimum Education Requirement and Years of Experience:

* Bachelor's degree and 8 years of government subcontracts experience required.

Preferred:

* Additional Training in Contracts & Procurement or Public Administration.
